Connecting to Excel Workbook with Permissions

I am trying to connect to an Excel workbook that has permissions managed on the Office account level. Permission to the file must be granted by other Office users who are owners of that report.

Will I be able to connect Alteryx Designer to this file? I tried to pull the file in and got an error message simply saying that it was unable to open the file. Is this something that I might be able to work around? If so, would I be able to send the workflow to another person, or will a new configuration need to happen once it is sent to them?
